Issuing a 1099 from my business to another person who does work for me:

1. What is the most I can pay someone with a 1099 before they are considered an employee where I have to pay payroll and SS taxes for them?

There is no amount that triggers withholding for a 1099 independent contractor.   They are responsible for paying their own taxes.   W-2 Employees vs. 1099 -Independent Contractors
