Creating Intuit Account

My son purchased Turbo Tax Premiere download version in December from Amazon.  In past, he has used TurboTax without creating Intuit account.  He has downloaded 2023 software on his desktop.  However, he has tried creating an Intuit account multiple times, using multiple browsers, yet he has had no luck.  Always gets an error message.  He has researched on Reddit, and it appears he is not alone with regard to the issue he is experiencing.  He is about to give up and go to competitor software.  Can he get technical support?  Can he get a refund?

    I am trying to obtain error message information from my son.  He or I will reply with information as soon as I connect with him.
