This is actually an internal error Turbo Tax is currently investigating:

It’s nothing you did. Just an internal error. You have the option to print and file by mail if you choose not to wait.
Wow! How helpful! Thanks! I paid for it upfront using Apple Pay. How would I go about changing my payment method if I already paid for TurboTax federal and state?
Did you originally try to pay your fees out of your Federal refund?
