Claiming a dependent

I wanna know if the IRS would hold a return if a different parent claimed a dependent?

Normally there is a designated person by the courts , if legally separated, or divorced, who is eligible to claim the dependent.  However if you both claim the dependent , the IRS will investigate on who is eligible and the other one may get penalized.
