Can I be claimed as a dependent on my moms taxes if I have self employment (eBay sales) and unemployment last year?

If depends who provided more than half of your support in 2020. If your mom supported you, she can claim you, even if you had your own income. Otherwise, you can file your taxes independently.

It doesn’t matter how much I made over 13,000?

No, it does not matter how much you made.  If you are your parent's qualifying child, they CAN claim you.   Whether or not you qualify as their qualifying child or qualifying relative depends on your age and student status among other things.   If you are not a qualifying child, they would not be able to claim you if you earned over $4300.   But as a qualifying child, there is no income limitation for you to be claimed.    To see all the qualifiers, see this link.
