Child tax credit

Wife has ITIN and daughter has a SSN, who is 5urs old by the way, and both currently living in the Philippines. I currently work in the the US while going back and forth to the Philippines every 3 months. Basically I live in the Philippines, but still have a U.S mailing address for document purposes. Could I apply for the child tax credit? My wife doesn't work and i provide full support towards my wife and daughter.
