Child IP Pins

My BFs ex filed for IP pins for their children years ago. He now has custody. How does he now receive those pins? He has not received any definitive answers from the IRS on this matter. He was told by someone to fill out a Form 8821, but neither of us understands this form or how to fill it out.

Give the IRS a change of address form for your children.

Their current address is where the IP PINs will be sent by US Mail.
