Check your fees this way to see what all you are being charged for:

Open your return, and in the left menu column click on TAX TOOLS, then TOOLS.
Then in the Tools window click the blue button MY FEES.

What you may have is a fee of $39.99 for having the TurboTax account fees deducted from the federal tax refund.  You could have chosen to pay the TurboTax account fees with a credit card as was shown in the Payment Options screen if you did not want to pay the $39.99.
Go back to Step 1 and click on Revisit.  Choose your payment options again.

To see your receipt:

On your TurboTax home page

• Click Taxes

• Click My Tax Timeline

• Scroll down to things you can do
• Click Get Order details

Review your fees to find out what the $39.99 is for. Select the corresponding link for instructions if you wish to remove the charge:

• Remove pay-with-your-refund (Refund Processing)
• Remove Premium Services 
• Remove MAX Benefits 
• Remove the Deluxe upgrade by clearing your return and starting over from scratch.
