I would like to know why there is a charge of $24.99 in my checking account. I was recently charged today March 27, 2020.

Are you using the Desktop program? That looks like the fee to efile a state return from the Desktop program. Was it suppose to be deducted from your refund? If the IRS is taking too long to send your refund they charge you. They don't wait.
