I keep seeing this error page. It has been two days
because of this, I cannot submit the tax return online

You're issue is not being able to enter your credit card, correct. Try disabling your main internet browsers pop up blocker before getting to the payment page.
No, I cannot see the page to enter payment details.

Try closing TurboTax, clear your Cache and Cookies if you are using TurboTax Online, and reopen TurboTax. You can also try a different browser.
Also, make sure you have ran all updates.
