changing address to NYC

When changing one's address to NYC, it is necessary to complete form IT-2104. I am wondering if someone can explain how to determine number of allowances on line 2 of this form please?

It's trying to figure out how much tax to with hold for you if you live in NYC or in Yonkers.

 

Use the worksheet on page 4 here to figure the number of allowances.
