Hello, I am stuck on this. I have a copy of last years return from TurboTax, but not exactly sure what I'm supposed to put.
Other posts asking similar questions say I'm supposed to to put my withhelds from form 1044, but other's saying from CA state return, so I'm confused. Only forms I have from last years returns are 1040, 8453-0L, 540, 3514.

The question is referring to amounts from your 2023 California tax return, the Form 540. This is part of the process to determine whether you may have an underpayment penalty on your 2024 California return.
In the California return, the Underpayment Penalty questionnaire doesn't appear unless TurboTax has tentatively calculated a penalty based on the income and payment information you entered.
In that case, you will see Underpayment Penalty listed as an item under Other Situations and you may also see a screen prompt before you get to the end of the California items asking if you want to go over the penalty section now. Respond "yes" to "Would you like to review this topic?". If yes, you are given the choice to let the Franchise Tax Board calculate the penalty and send you a bill, or complete the questionnaire.
