If one finds that his charitable donations for the year do not impact his tax return, can he elect to carry them over to the next years tax return., thus leaving his charitable donations at $0 for the year?

No, but depending on income your charitable deductions may be limited and create charitable contribution carryovers. With the new standard deductions charitable contributions will be more difficult to reach threshold. Many are trying to create charitable contributions direct from IRA's to get QCD, I've heard employers are looking into vehicles for employees to donate salaries directly to charity...
