The pay with refund option will be available after all the forms and schedules included with your tax return have been finalized for e-filing. Click on the Review tab to view the estimated dates of availability.

You can WHEN your return is ready to be filed AND you qualify to do so ... the screen should have told you this ... click on the REVIEW tab to see what you are waiting on.
