Lots of federal and/or state forms are not ready yet. You have to e-file your federal return first, and then your state. The state will not accept a return until the IRS has accepted your federal return. The IRS begins to accept returns on January 23. If you are waiting for federal forms you will also have to wait to file your state.

Email is not an option. You cannot file by email.
Hello! Is there anyway I could be able to email my state return?
No. E-mail is not a way to file a tax return. You can e-file it or you can print, sign and mail it.
