Hard to know...I just imported a 1099-INT form them from my account and it worked OK
1) Make sure you have the right account number, especially if married and you have separate accounts.
2) The regular Fidelity consumer account...correct?
3) If from Fidelity NetBenefits instead...there's nothing for me there even though I have two 1099-R's there....NetBenefits has never provided downloadable 1099-R forms for me for the last 18 years or so....I've always had to enter them manually.
