Correct, you can delete the NC tax return entirely.

...but if you need to file an NC tax return, you will still have to come back later, add it back in, and fill out the NC tax return, and file it later.  Perhaps the first week in March would be a safe time, and all forms would be ready by then. 

(The D-400 is the main NC tax form )
