Had the same issue, select your resident status and then select continue without selecting the county, then click the back button, then select edit next to the state again, select the county, if it still sticking then, select another resident status and then select back, then edit again by the state then select the county and click continue, if the status on the residency needs fixed because you selected something different when it took, just click back and change the status and continue, that should get you out of the loop, when you click continue again to be able to move forward, they are working on a fix but so far this is what was found to workaround
