Can one of my dependents still file her own return? She just tried and it was rejected for health care not being checked but as a dependent i thought it didn't have to

Yes, she may file.  But she needs to make sure she checks that she is being claimed as a dependent by someone else on the Personal Information section.  Once she does so, she shouldn't have to answer the Health Care questions because her Health Care must be claimed by the one claiming her.
