No. Unless you used TurboTax to prepare a federal return you cannot prepare a "stand alone" state tax return, because the information flows from the federal return to the state return in TT software. If you prepared a federal return elsewhere, you could use the state's website and get the forms to prepare by hand. You will need a copy of your federal return when you do this.
