By form 540, I assume you mean the California state individual income tax return. You don't get the 540, it is done for you by TurboTax.

This is created by the state tax program as part of TurboTax.

If you are talking about do a 2019 return, then when you get TurboTax software for 2019, you will ask for the state of California as well. Please see this TurboTax FAQ for information on how to file your 2019 return.

But if you are talking about your current return (2020), then you can add California to either the Online or CD/download products.
