Can I skip last years taxes and file for this year?

Yes, you can file your 2017 return before your 2016. Each year is filed on its own.

But keep in mind that if you need to file your 2016 return you should do it as soon as possible, and that if you have any items on your return that can be carried forward from 2016 to 2017, you might have to eventually amend your 2017 return.
