Yes, you can pay in advance to lock in your fee.  You can do it in the FILE section.  Of course, after you submit your payment,  don't keep going and actually file.  Instead log out, then log back in.   To log out, click at the top on MY ACCOUNT, then choose "Save and Sign Out."
