Can I owe taxes and get refund at same time

Paid $4000 in taxes last year and owe $17 in taxes. Is there a way to get something back for the taxes paid? Is $17 keeping me from being able to get a decent size refund back?

You can not owe and get a refund at the same time. You either owe, in which case you have to pay, or you get a refund.
