if you owe taxes to the state, yes they should be paid. the state will have enforcement powers similar to federal including seizing property or putting liens on property. why do you think you wouldn't have to pay? now if your thinking about having a federal refund sent to the state to cover state taxes due, that can't be done. the reverse is also true. if what you are inquiring about is a payment plan, you can probably check the state's department of revenue website
