Can I just file Federal returns? I don't need to file State returns just Federal but doesn't seem to be allowing me to just pay for and file Federal.

You can delete the state return from your account.  Once deleted do not start the State tax return again, just click on Review and after review without errors the program will go to the File section so you can e-file your federal return.
