My spouse and child have no ITIN right now.
Could we submit the W-7 forms to the Internal Revenue Service Austin Service Center, ITIN Operations

No, you will attach the returns to the W7 applications and send everything to the Austin, Texas ITIN address. Make sure to include all requested supporting documents as well.
The ITIN office will send your tax returns on to be processed (usually in the Austin center as well, and then in future years you can efile or mail to Odgen).
You will file your federal return concurrently with your Form W-7s (applications for ITINs). Be sure that you have listed your spouse and children on the return. In addition, make sure you have calculated the return to include the standard deduction for Married Filing Jointly and that you've added the credit for other dependents for your children.
Without a return showing the tax benefits claimed, the IRS may deny the application.
When the IRS has assigned the ITINs, they will fill them in on your return and forward it for processing. They will also mail you a notice for each individual to let you know what your ITIN is.
Once you receive these letters, you can finalize your California return and mail it in for processing. Right now (April 2024), the IRS ITIN office is issuing ITINS in 5-7 weeks on average.
You have an automatic extension (without the need to file additional paperwork) for California allowing you ample time to get the return in. That extension is for 6-months (to October 15, 2024.) (Note that taxpayers in other states may have different deadlines or a requirement to file an extension request.)
