i repeat can i file  only my state tax reurn and if so how ?

If you did not prepare a federal return you will not be able to prepare or file a state return using TurboTax.  With this software the information flows from the federal return to the state return.   You cannot prepare a "stand alone" state return.  

And if you did prepare a federal return---you cannot e-file a state return unless you e-filed the federal return and it was accepted by the IRS.  If you mail the federal return you also have to mail the state return.
