Can I file my 2010 state taxes through this site? I keep getting directed straight to 2016 federal.

There is no way to file a 2010 tax return for federal or state using TurboTax because TurboTax no longer supports filing any returns earlier than 2013. 

You would have to download the forms from your state web site and complete them by hand or find a paid preparer who still has the software for 2010.
