Yes, you can prepare and file a tax return for someone else. If you are paid to do it, the IRS generally requires you to sign the return as a paid preparer and have a PTIN. If you aren't paid, you can help them file, but they must still review and sign the return themselves.

How can I file a return for another person using my Turbo Tax account?

You can not file another return online using your TurboTax account. The online version is only available for one return per account. You will need to set up a new online account with a different user name to complete another return.
