Can I file a closer connection exception with Turbotax?

I am an F1 student on OPT and I meet the substantial presence test, but want to file a closer connection exception. I want to know what are the requirements and if because I am considered a tax resident I can use Turbotax to file my taxes and the closer connection exemption form 8843.
