Can I file 100% on the 8962 even if my parents claimed me on their tax return

I am a FT college student; I have a W-2 but I haven't filed my taxes yet.

No. If you are being claimed as a dependent, the Health Insurance questions aren't part of your return. As such, a Form 8962 couldn't be part of your return.

Any Premium Tax Credit would be on the return of whoever is claiming you as a dependent (i.e. your parents).
