Can I e-file one state return and file by mail another

Yes, you can as long as you are also e-filing your federal return or have already e-filed your federal return with TurboTax as the state return cannot be e-filed without the federal return being e-filed as well. What you can do is pay for both your federal and state(s) returns now, and when you get to the Let's get ready to e-file screen, select the File by mail button for the one state you want to file by mail and then you can e-file the other state and federal returns.
