Can I do Vermont state taxes on turbo tax without submitting the federal or do I have to fill out a Vermont tax paper and mail it in?

I had already filed pa Ky and ma taxes with hr block and they wouldnt let me add a 4th w2 so I'm trying to figure out how I go about doing Vermont state taxes since I've done 3 other states along with the federal taxes already

No, you cannot. TurboTax is not designed to do stand alone state taxes.The federal information flows to our state returns. Vermont does not have an online filing system although they list software providers. I only know that we can not do stand alone states.
