No. Each year is separate.

You cannot update 2018 software and use it for a 2019 return. Each year has its own software written for the tax laws in effect for that tax year. You will need to get 2019 software. It can be purchased from TurboTax and downloaded, or you can purchase it from a variety of retailers such as Amazon, Costco, Best Buy, Staples, Walmart, Target, etc.
