No, Federal tax payments are not deductible on your Federal tax return.
Certain state returns may ask about Federal tax payments made during the year. If you see that as a question on your state return, then you can enter it if it was paid during 2019.
There are six states that allow you to enter the federal tax you paid on your state return--Alabama, Iowa. Louisiana, Missouri, Montana, and Oregon. If you are filing in one of these states watch for the deduction when you prepare your state return.
