Can I create a W-2 form in the self employed version of turbo tax?

Yes, through a service called Quick Employer Forms (QEF).

For unlimited access to Quick Employer Forms, which you can e-file at no additional cost,  you'll need to be using one of the following TurboTax products:

Can I create a W-2 form in the self employed version of turbo tax?

Yes, but you should only be creating a W-2 for an employee, not for yourself.  Self-Employed Schedule E filers for sole proprietorships do not give themselves a W-2.  All the profit in the business is taxable to you, whether you took any out for wages for yourself or not.
