Can I claim someone as an exemption instead of a dependent when I’m on TurboTax?

My grandmother wants to use TurboTax as it will save her money but needs to claim my grandfather as an exemption NOT a dependent. Is this possible on the app

No.   Grandma remembers the old days when you got an exemption for claiming a dependent.  That ended in 2017.   And....a spouse can NEVER be claimed as a dependent.  If they are filing a tax return, they should file a joint return.

Married Filing Jointly is usually better, even if one spouse had little or no income. When you file a joint return, you and your spouse will get the married filing jointly standard deduction of $27,700 (+$1500 for each spouse 65 or older)
