Can i claim my husband as a dependent if he has provided 0 income in the last 2 tax years?

You cannot claim a spouse as a dependent.  You should be filing your tax return as Married Filing Jointly even if one spouse has little or no income.  You receive the highest Standard Deduction of $24,000 if under age 65.
