Can a self-employed spouse deduct her spouse's monthly share he pays for him employer's health plan?

No.

The employer's health plan is pre-tax, so it can't be deducted again.

However, you may have a bigger issue.  If you or your spouse are eligible for insurance through an employer (either your employer or your spouse's employer), you can not use the Self Employed Health Insurance deduction (there is an exception if the employer doesn't pay anything for either spouse, but that is extremely rare).
