California Estimated Tax Voucher #3 Not Generated

California Estimated Tax Voucher #3 Not Generated. I have been through the Form workflow a few times and my entries are correct. Turbo Tax is only generating vouchers 1, 2, and 4 and the distribution is also uneven. I am expecting 4 vouchers with the same amount. Is this a bug? Has anyone figured out a fix?

That's right. Because California changed it to 30% 40% 0% 30%. Weird huh? That's how they want it.
