Ca FTB $700 reporting this 1099 - Misc

I can not get pass this issue.  There is no business nor sch C and other references.  The FTB sent $700 and then provided the 1099 - Misc.  But, Turbo Tax demands a "correction" or some other data that is no provided.

    Not taxable Fed or state. File the 1099-Misc in a wastebasket.

    Please remove any Form 1099 that you entered for the California Middle Tax Refund. Otherwise, TurboTax will include it in your federal income.

     

    The income will not be reported on either the Federal or California tax returns.

     

    The IRS has not said it will fix returns that claim the MCTR.

     

    General welfare and disaster relief payments from the following states are not taxable and should not be included on your tax return.
