I am a self-employed handman in NH.  I worked for a homeowner for several weeks remodeling a deck and was never paid for my work since they were not happy with the results.  Can I declare the hours worked as a business loss, and if so, how do I do that?

No. You cannot deduct nonpayment for hours worked if you never reported the payment you were supposed to receive as income.
