Hello! I'm not sure if I'm filing my taxes correct or not. I keep being told that I should get the full amount back that's in box 19 (for local income tax), but when I file I get an amount that's nowhere near that amount. I just want to know if I'm doing them correct or am I supposed to get the full amount?

It depends.  If your locality taxes your income, you could owe tax to the locality, depending on the amount of your income.

Normally your employer would not deduct Local Tax from your Wages if this was not the case.
