If 19-20 are blank, then box 18 must also be blank.

For "local" taxes, boxes 18, 19 and 20 *must* either have information in them, or be completely blank. Since it appears no wages were reported or taxes withheld for any "locality", just make boxes 18, 19 and 20 completely blank - not even a space in any of those boxes. Then you'll be fine.

If both boxes 19 and 20 are blank, then you can leave out the state and employer id information in the Local Taxes section of the W-2, since you don't have any locality tax to report. Removing those entries from the Local Taxes section will eliminate the "need info" error.

The entry in W-2, Box 20, would be the name of the locality responsible for assessing your local income tax. It could be a city, town, school district, or something else.
