I live in IL, but snowbird in AZ. Two of my 1099's say AZ in box 15. But no state tax or local tax was withheld (boxes 14 and 17). I have already filed for the first time and think I may have changed/corrected one to IL. Does this matter? I don't want it to look like I have income from AZ.

It depends on how long you are in Arizona and if you receive taxable money while you are there. Even if your domicile is Illinois, with your drivers license, owned home, and permanent mailing address, you may owe some taxes in Arizona. The Arizona Department of Revenue says:
Part-Year Resident
Part-year residents are also subject to Arizona tax on any income earned during the portion of the year they were an Arizona resident, and on any income earned from an Arizona source before moving to (or after leaving) the state. Individuals subject to tax by both Arizona and another state on the same income may be eligible as well for a tax credit on taxes paid to the other state.

We do not earn any money in AZ. One of the 1099's was a Fidelity RMD that withheld federal taxes, but not state. 14 (state tax withheld) was blank, but they wrote AZ in 15. Our Fidelity account was started in IL and our legal address is IL. We are both 20+ years retired and have no AZ income. My question is: is the state written in 15 relevant if no state taxes were withheld or does it kick up issues with the IRS.
Since there is no state tax withheld, it should not be a problem and you can leave it blank upon entry. Since you have no other AZ income, I would not expect any questions. If AZ ever decides to send you a letter, you can tell them just what you put here. It was never AZ income.
