Box 15 is empty. now what

Box 15 of what form?  Is TurboTax requesting an entry?  Is your e-filed return being rejected because of this?  Please provide more information.

Without knowing what form you’re referring to, it’s impossible to answer.

However, a common Box 15 issue is with Form W-2 not displaying an employer’s ID number.

If this is what you’re asking about, a state identification number in box 15 isn't required to file your tax return.  However, TurboTax requires an entry to complete your preparation. 

You can simply enter any number less than 14 digits as your employer's state ID number, since they won't provide it. 

This will allow you to continue preparing your tax return.
