Attachment to efile

Louisiana requires form R-19000A to be attached to State tax returns to show registration details to support the Hybrid vehicle road usage fees. Turbotax linked me to the form which was filled out. Turbotax recommends efile for the state return, charged $25 to e-file the state return but the R-19000A form is not included in the print out of documents to be submitted via e-file. Is there a way to attach a PDF to the state e-file?? If no, is there a way to get the $25 fee returned?
