While I typically e-file, I have to file the final return for my late mother so I have to print and mail in her return along with IRS Form 56 as the personal representative of her estate. That said, how should I "attach" her 1099-R forms to her return. Before the dawn of TurboTax, the old tax forms were pretty specific about how and where you should staple these forms to the first page of the 1040. Now, it just states that I should attach them to the return. Pretty vague. Any help would be appreciated.

If you are filing on paper by mail, attach the 1099-R to your Federal income tax return only if there is an entry in Box 4 for Federal income tax withheld. Staple it to the front on your return. If you are efiling your return, you do not send the 1099-R. Just keep it for your records.
I can't e-file her last return because I need to attach other documents that cannot be e-filed. So I can just staple her 1099s anywhere on the first page or is there a preferred location?
Front page is fine.
