Attach Form 41406 and certificate to NM State Return

Hi,

TT is telling me to attach Form 41406 and a state eligibility certificate to my return.  This is for the New Solar Market Development Tax Credit Form.  TT doesn't have these forms and certificates "built in", so they must be attached.  And, I want to e-file my NM state return via TT, like I do every year.

I've done searching online, found related threads, and called the NM state office on how to attach this form.  And, I'm getting conflicting information on whether I can attach a PDF of these forms to my e-file state return.  The state office and some online threads say that I can separately attach these forms via TT.  But some online threads say no. 

The state office will accept and process e-filed TT forms with these PDF pages attached at the end.  But, can I do this via TT?  How do I attach PDF pages to the end of my e-filed return?

No, you cannot attach a pdf form to a state return in TurboTax Online.  Guidance suggests you download, print, and fill out the Solar form manually, and then print and send a paper copy of the return to the New Mexico Dept of Taxation and Revenue.

I attempted to download a copy of the form myself without success.  I do have the form link that I have listed below.
